In order to process the order you must pass it through the default "pay by cheque" gateway, so Jake has pointed out the designed method. But this is something that has been overlooked, we should really have that message on the payment button changeable based on the price. I'll make a note for v3, but you can inject some jQuery into the page that changes the message on the button to a hardcoded message in js script for v2 to workaround the issue.
