Try to set the retry freq to 1 day that might help with the loop you are talking about.

There was something similar to this about 2 years ago, what is the portalid of the cart entries, if most are portalid of 0 then it might be the same problem as then.

I member that there was thousands of entries for portid 0 then it wasnt used.
