Just found something. When I create a promo code such as 'julyspecial' it is not accepted as when I am logged out of the website. But is accepted when I am logged into the website. Now I have checked that it is not assigned to any specific user. the user does not need to be logged in.
The weird thing it if I change even one single character in that promo code I can use it while I am logged out of the website. Is there a reason behind this?
Is the promo code restricted to different length of string for logged in user vs logged out user?
