You can try modifying various templates to use either the friendly URLs that your site displays, or more likely, ones constructed like this:

I can't go through them all now, but you'll need to look for any URL in the productlist, productdetails, minicart templates, and possibly others.
If you can come up with your own tabid URLs for wherever one is needed then you can probably get it going.
The link above is your checkout page. You can use that in minicart template for example.
You'll also need to use them in the PayPal gateway code.
I'm not sure if this method will cover all possibilities, but it might.
