I can’t check anything without admin access.

But looking at what you have I would say you’ve change the default template, but failed to use the correct template test tag to check if a download is valid or not. Review your template, I’ve just tested on the demo website with the default template and it works as expected. Try setting you template back to the default one and see if you can get it working that way.
