Um!...does it work if you call the sproc, not just run the code?
If so then I think it can only be the GetAllPortals() function that is not returning the correct portal data.
It does search for all portalid from 0 to 500, is your portalid > 500?
If not then the next thing I would think is that something is wrong with the DNN GetPortal() function when DNN Localization is ON?...which I find a little impossible because this function not working would probably crash all Modules........but maybe it's an issue when ran from the scheduler.
The fact that it's working on other sites, means it's not the logic, but some data passed into the logic.
