You won't need the 'specificationstab.flag'. That's just some sample code that can be used to enable an additional rich text field and tab.

Like Geoff says - check the 'tabbedcontent.flag' and all the js settings in the Back Office.

I'm not seeing any tabs on that page, but am also not seeing anything that would go into the tabs.. only the description.
