I did see it happen once to me, it looked like there was a validation error on the address, but no message?? after I went through the second address page everything started to work, and I couldn't recreate the issue.
I've never seen this before, I wonder if some JS on that side panel is causing a issue with the validation controls on the address, You could try and make the cart the only module on the page and see if you still have the same problem.
Also, I can't find anywhere on that website to unsubscribe, I'd wouldn't like to get a new letters from that site, my wife would think I'm doing research so I can have an affair without her finding out. :-) Can you remove my login please!
