Nobody gets paid to answer any questions here, and you've got to expect that even if they did, posting something at midnight and then only allowing 45mins for an answer is a little unrealistic.
If you've read the previous discussions you've posted on then I guess you know the "gatewayproviders.xml" if now accessed from the BO>Utilities>Settings page.
As for the .exe file you've asked about on the other discussion, that would be the SIPS exe file which needs installing on your server, it's not NB_Store, it's the SIPS API. You should have some kind of install package from SIPS (with the merchant cert.), you'll need to follow those instructions to setup the SIPS side of things on your server.
Once you've set it up on your server then create a "SIPS.exepath" setting which points the NBS SIPS provider to it.
