Thanks leedavi. I seem to have that part set correctly. So under "By Country" I have a $2.00 default amount. I went through every other option (By Weight, By Price, By Quantity, By Product, and Free Limit) and made sure they have no options set. What it is doing now is adding $2.00 per item + $2.00. So if I add 2 $10.00 items to my cart, the total comes to $26.00 instead of $22.00. Is there possibly some other setting I am overlooking?
