I now understand, all over again! I think because I went away and came back I'd forgotten that I eventually understood how all this is implemented, and also that it's not an "accounting" package!
My main problem is that the rules in the UK state that you must charge VAT on shipping if the package being shipped contains anything liable to VAT, otherwise you don't charge VAT on shipping. Since I have a music shop which I'm playing with, and sheet music is zero-rated but all other items are standard, then the VAT on the shipping is 0% if someone is buying music only , but 20% of the total if they just add a plectrum to the package!
I think I'll just ignore it for now and cope with it in my accounting package, which is designed to do it! The number of customers for whom VAT is actually relevant is vanishingly small, it's only relevant to the Tax authorities, and they aren't going to see the NBStore transactions, they're going to see them filtered through my accounts. I guess I just have to charge a fixed shipping rate which won't make a loss if it includes a VAT element!
