That's not the same url......it's the re-written version for "humanfriendly", the advanced url re-writer doesn't work the same and may not pickup the params. If you use the raw url I posted above you might find it will work.
It's along time since I used paypal, but I seem to recall that the "ReturnNotifyURL" setting use to overwrite the paypla one, but I think paypal hange this so only the paypal setting works, best to place it in both places to be sure.
