I did look to change the language in the DNN setting, how ever I think that it will do the same thing that the merchant.culture does.
When I change the Merchant.Culture this is what I get, Arabic writing for the currency.

I have never seen people use that, and it is not what is commonly seen in this country.
What I like to do is to use the Currency.Culture and edit the format, The symbol I am looking for is AED
