No it's not responsive out of the box, but with some work, you can make the templates responsive, except for the checkout which is a bunch of tables and not templated.

There is a setting in the list module for flow layout, and if you put zero into the columns field, it will let the list items fill the available space. Just a few media queries would sort out the details view as you'll find that is divided into 3 main divs that can be made to slide into a column.
The next store will be fully responsive, including the back office. No release date as yet.
