NB_Store if fully localizable as a module....you don't need to run the Full DNN localization!....in my opinion if you turn that on you create a sub-portal for each language! which to my mind is next to pointless as a work saver! Therefore I never turn on the full localization and always use https://pagelocalization.codeplex.com/
I assume you've already gone down the route of turning on the full DNN localization.?
I'm no expert in the full DNN content localization, but I think you can make a module available on all languages as if it's not localizable?...I think you need to do this and then allow NBS deal with it's own localization.
