Yes, that sounds about right.
The only thing you've got to consider when creating the languages is that if you create them after you must run the validation, but it's probably good practise to do this before you go live anyway!
As for DNN localization, I don't see any reason it shouldn't work perfectly OK with NB_Store, the only issue is that it creates all those pages and hence is takes a lot more work and time to get a site running!!!..Hence I never use it and choose to use https://pagelocalization.codeplex.com/ instead. But I also run in-house modules which always give multiple language support, so I don't have any issues with trying to hide and show modules in different languages.
