Hmmm difficult one this. I've read the other posts and there is usually no reported solution.
If this were my server, I would set up a fresh DNN instance, probably 6.2.x version, and then install and configure a fresh copy of the store, precisely following the step by step guide, which results in a basic PayPal store.

Go through the PayPal guide as well, but normally you needn't do anything other than exactly what is in the setup guide. Just make sure the PayPal account hasn't been configured for another store.. e.g. IPN settings.

If the store doesn't work like that then it's likely to be something outside of the DNN instance... e.g. server configuration.
If the store does work, then you'll have some clues to follow up on.
It might take an hour, but if nothing else comes to mind then eliminating issues with the faulty instance is the next step.
