New Post: Can't get shipping to work

I created StoreCountry.en-US and placed all of the US States in the file and was able to get tax working ok.  However, shipping does not work.  I went into BA > Shipping > By Country and entered the minimum weight, maximum weight, and the shipping cost like this:

Alabama - AL     1     5     11.31

Alabama - AL     6     10     12.41

Etc.

Now when I select AL as the country, my shipping displays only what I have configured in Country Default Cost.

What am I doing wrong?
