I am using the store in the context of Australia which has a flat 10% sales tax on domestic sales. This tax is required to be in the retail price. So I set up the tax at 10% and include it in retail price.
If I have an item RRP of $110, the tax is $10.
If I do manual payment checkout, this is fine, the total payable is $110 as expected. If I make a PayPal payment, the total payable is $120. It sends the inc tax price to PayPal as an ex-tax price and then applies the $10 tax to it again.
Stepping back...
If I change it back to "Tax is Not included in the retail price" then everything works fine with both PayPal and manual payments, but the retail prices displayed in the store are ex-tax and that is not legal here. I have to change the prices to include tax.
Is there a way to modify the PayPal provider to work properly with the RRP and tax?
