I've seen this type of request when a store is selling product on and offline and doesn't want to have to manage stock on the website. I'm assuming that is the case.
The only way to handle this is to use the manual payment process and then, after confirming the order, send the customer a PayPal payment request through PayPal. The store only need to type in the amount and paste in the buyer's email address, which are all in the order notification anyway, so it's as quick as it would be if there was such an option in the store.
