Hi Shan / Sizzler,

Are you trying to change the address fields in the checkout?, if so its the "checkoutaddress.template".

Change the text for the language there.

Also in the admin > Languages make sure you change the right setting ( System, Host or Site ) the reason for this is that if you edit the wrong setting ( I'm not sure there you'll have to check ), for example the system setting, when you upgrade the system or module, the language settings will be over written.
