If you can program you can use that template code as a starting point for creating a gateway. But you need to know what the payment provider your linking to is doing, so you can allow for it in your code.
The fact the pdf has gone over your head, leads me to think it might be a uphill battle for you!....but if you do try then the important thing is to understand what the payment provider you trying to link to is doing with it's responses.
Also have a look at the payment providers download, you might find the one you need has already been created.
