The idea behind the multiple discounts is, that if u have a product thats discounted thru a category discount and u also issue coupons, then the customer will get the discount by category, but he can also use a coupon for additional discount.
That said, i might be missing something here in regards of ur issue, because i don't see why u would want to have two discounts for the same category, i mean cant u just remove one of them and make the other 30%?!?
