I've checked with IE, Firefox and Chrome and they all get different results at PayPal, but they all work.
IE lets me pay by signing into my account, or directly by credit card. Most of my address details are transferred across.
Firefox also let me pay directly, and although the address details are transferred, they are present in fields, not as text on the page as it did in IE.
Chrome lets me pay by credit card, but it forces me to create a PayPal account along with the payment... seriously dumb this!
Firefox warned about the security upon return, and I expect Chrome might as well (I didn't make a third live payment, because it works fine). IE used to warn about this, but no longer does.
The result is that your site works as expected and that IE gives the best experience at PayPal. There is nothing wrong here.
Your own computer and browser environment is obviously having trouble and if you have a security suite such as Norton/Symantec/McAfee, get rid of it.
You can be pretty sure that site customers will get the normal experience.
The fact that PayPal behaves differently for different browsers is certainly painful and every time they send me a feedback survey, I complain loudly about these things. I encourage everyone else to do the same.
