Yes these should be radio buttons, on my dev and live sites this is what I see.
They should work and I don't know why they are broken for you. may look into the style sheets on nb store and dnn to find out where the images are.
Look for the classes "dnnRadiobutton" and "mark" then see if they are where the style sheets say on the file system.
