I expect one could use jQuery to hide/show the field depending on the state of the first option but I haven't got it up my sleeve.
Each option row has its own div with a unique class so you could presumably target that.
To create a reusable product, just create a product with all the desired default options and a suitable name. Then when you need to create a new product, there's a copy button on the right of the list of products in the Back Office.. click it and away you go. One could create heaps of templates and save them all with names beginning with 1 so they always appear at the top of the list.
