Maybe I can help you in this case.
I think it's good to mentioned somewhere that NB_Store is not doing well with DNN Localization page. The most of support is come from this issue. I also can't manage made work well with NB_Store and DNN Localization and forced to move NB_Store to separate portal where DNN Localization disabled.
But exists good approach to combine DNN Localization and NB_Store. All what you need it create a separate page for NB_Store and very important during creation at Localization tab select option 'Create Single Neutral Culture Page'.
Only one instance of the page will be created for all languages and theoretically it should solve problem when url with localization try to find NB_Store module at the localized page where module won't added.
