the prices in the store include tax, and that is also the setting in the Backoffice. At this thime I had hidden the VAT number field by mistake in the Checkout module, so no VAT number was entered. After I unchecked this setting the field is there but the behaviour is the same.
When I try to buy something and select "Austria" as the shipping country, the behaviour is correct (as the shop owner is Austrian):

When I select Germany, the price is increased by the tax value:
