Your logic is sound, it just gets tricky when i have to test what's going wrong in processing the reply from PayPal.
Sorry for the confusion with the reference to the "non-DNN module", i was meaning the only module used that wasn't installed with the default DNN installation.
I am in control of the hosting server (which has one DNN instance with several portals in it) so I could:
That way work on correcting the issue, can be done as part of the upgrade to DNN7.
Am i missing any steps?

- Export the products and images from the existing NBStore
- Create a new installation of DNN7.x on a local test machine
- Create a new (test) portal for the client in the new instance
- Install the skin and NBStore in the new (test) portal
- Import the Products and images into the NBStore in the new (test) portal
- Upload the new DNN Directory and database to the Hosting Server/ Db Server
- Set the new DNN Directory as an Application in IIS

Update the DNN DB settings to point to the database
