Yes, it is possible to transfer the store products and all to a new DNN instance. This doesn't work so well if you have registered user purchasing, but if it's all anonymous then it works.

Still.. I'd do this:

Set up a new instance of DNN on the live server (if it's the latest 7.x then set the URL rewriter to Humanfriendly - search for that here in the forums)
Install the store module
Configure it exactly as in the step by step guide and with a real PayPal account and a single test product.
Confirm it works

That should take about an hour.

Then decide whether you can use the outcome to fix the old site, or maybe you want to move to the new instance. Sometimes the issue is just a faulty template or file.

If you do decide to move to the new instance, I don't see why you wouldn't create it in place on the live server. Personally, I think it's asking for more work and dramas to build elsewhere and I would never do it unless I had no choice.

Note that for the store you can export and import the Back Office settings and templates to save time.. but that then negates many of the upgrade benefits. It depends on whether the store is standard or customised. You may end up just reimporting the fault.. which would of course be a clue.

So long as the old store is still present however, you can always refer to it and get settings off it.
